Planning a secure facility today comes with a lot of questions. Do you upgrade what you have or relocate to a new facility? How do you plan effectively when requirements are evolving and mission needs continue to change?
This panel brings together experts who have worked through these challenges firsthand. They’ll share perspectives on renovation versus relocation, along with the role modular SCIF solutions are beginning to play. The discussion will also explore how organizations are approaching shared facilities and designing spaces that remain adaptable over time.
Panelists will also talk about the importance of early planning and coordination with security stakeholders, and share lessons learned that can help teams avoid costly surprises later in the project. 

Panel Bios

Mr. Evans began his role as President of the Alliance in January 2026. Currently, he works at Leidos and serves as the program manager for Radiation Health and also as team leader for Leidos support to the Defense Health Agency’s Combat Casualty Care and Operational & Environmental Medicine research portfolios. Previously, served as the program manager for the USAMRDC CBRN Defense Program Office, and he served as a division manager for Analytic Services (ANSER) and supported numerous organizations at the Pentagon, including the Office of the Secretary of Defense, DARPA, Air Force, and others. Mr. Evans holds a Master of Science in Information Technology (Hood College), Master of Public Management (University of Maryland), and Bachelors in History/Political Science (Pepperdine University).

With more than 20 years of construction experience, TJ has worked both in the field and in key construction management roles. He earned his Bachelor of Science from Radford University in 2005 and received a Master’s Degree in Technical Production from the University of North Carolina at Chapel Hill in 2012. Originally from Richmond, Virginia, he and his family moved to Frederick, Maryland in early 2021. In the Federal marketplace, he has worked with DOD/DOW, IC, and many Defense Contractors on Design/Build and Design/Bid/Build SCIF projects across the globe ranging from here in Maryland, to Bahrain and Japan. Currently, he is the Director of Business Development for Cooper Building Services, located in Frederick. The company specializes in constructing SCIFs, SAPFs, and other mission‑critical secure environments for high‑priority government and operational locations.

Greg started his career over 30 years ago supporting Fortune 500 Companies and their national real estate organizations with architectural-led solutions. He joined WB in 2008 to help open the Washington,  DC office and support clients with an engineering focus in strategic planning, project development, and construction oversight. He now leads our Technical Advisory practice sector. This practice sector engages clients in a trusted advisory role to find solutions for national initiatives portfolio solutions, real estate transactions, program/project/construction management, smart portfolios, carbon initiatives, and alternative energy solutions. Greg has developed, overseen, and driven large client initiatives including a 250+ electric vehicle charging facility rollout in the US, a 42 data center disposition, and the modernization of a 900,000 sq. ft. life science campus. The Technical Advisory practice has been guiding and directing our private defense contractor sector which includes data centers, aviation simulators, clean rooms, manufacturing, R&D, NOC/SOC and workplace facilities. He has supported over 2M sq. ft. in secured facility work for the DOD and private sector defense contractors. Currently, he is supporting the adoption of a portfolio-based ICS-705 re-accreditation solution on facility upgrades to meet the growing Tempest countermeasure requirements.

Bart has been a member of our team since 2009 and currently oversees our DC, Baltimore, Bay Area, and Denver offices. Passionate about building strong client relationships, Bart excels at guiding businesses through critical decisions to develop trusted advisor relationships. Bart has worked in the secure facilities space for over 15 years. He provides technical oversight for our team, ensuring high-quality work. He also leads the ongoing development of our security requirements and design details. Bart holds a Bachelor of Science in Mechanical Engineering from Carnegie Mellon University. He is a licensed Professional Engineer (PE) and a certified LEED AP engineer.
